The 1991 NFL draft was the procedure by which National Football League teams selected amateur college football players. It is officially known as the NFL Annual Player Selection Meeting. The day of the draft, wide receiver and projected number one pick[4] Raghib Ismail signed with the Toronto Argonauts of the Canadian Football League (CFL). He was nevertheless selected by the Los Angeles Raiders in the fourth round (100th overall), and began playing with the Raiders in 1993 after two CFL seasons.
