Harry Amorim Costa (23 May 1927 – 19 August 1988) was a Brazilian engineer and politician, the first governor of Mato Grosso do Sul when he was a civil servant of the National Department of Works Saneamento, a federal autarchy created by Ernesto Geisel.[1]

In 1982, he was elected federal deputy for the PMDB, then the main opposition party to the government of João Figueiredo. He was unable to be re-elected in 1986, and was appointed Secretary of State for the Environment in 1987. He would die in 1988 in a car accident.[2]
