Raphael Perpetuo "Popo" Mercado Lotilla (born June 16, 1958),[citation needed] is a Filipino lawyer, businessman and government official. He is the Secretary of Energy under the administrations of Presidents Gloria Macapagal Arroyo and Bongbong Marcos, respectively.[1]
